Why is there full address field & separate address fields?

There are submitting entities whereby the address field in their system is just one field. In that case, the Full Address can be filled-up.

For those submitting entities with available separate fields for the address, there is no need to fill up the "Full Address" field. Likewise, if Full Address is filled up, there is no need to fill-up the separate fields for the address.
